To help us move forward successfully, we’re seeking Expressions of Interest from qualified individuals and/or organizations to provide leadership and operational support across three key service areas:

About the Gabriola Health Care Foundation
The Gabriola Health Care Foundation (GHCF) is a registered charity and community-led organization dedicated to improving primary health care for residents of and visitors to Gabriola Island, BC. GHCF owns and operates the Gabriola Community Health Care Centre, which houses family physicians, LifeLabs, a dental practice, and other health-related services.
As GHCF navigates a period of organizational transition and evolution, we are seeking qualified individuals and/or organizations to provide leadership and operational support across three key service areas.
Purpose of this Expression of Interest
GHCF invites expressions of interest from qualified individuals, consultants, and organizations to provide services in any or all of the following three areas:
- Interim Executive Director Services (Part-time, 25-30% FTE)
- Facility Management Services (Part-time, 25-30% FTE)
- Administrative Support Services (Part-time, 15-20% FTE)
Respondents may propose to provide services for one, two, or all three components. We welcome proposals from individuals, teams, or organizations capable of delivering integrated or standalone services.
PART 1: Interim Executive Director Services
Time Commitment: 25-30% FTE (approximately 10-12 hours per week)
Term: Initial 12-18 months
Location: Gabriola Island, BC (in-person presence required)
Reports to: Board of Directors
Role Overview
The Interim Executive Director will lead GHCF through a period of organizational transition as the Foundation evolves its governance model and clarifies operational responsibilities. This role is responsible for guiding the shift from a working board to a policy governance board while maintaining operational stability and stakeholder relationships.
Key Responsibilities
- Organizational Transition & Governance Support
- Guide the transition from a working board to a strategic, policy governance board
- Help define appropriate roles for governance, committees, and staff
- Provide operational insight to inform strategic planning and decision-making
- Support Board effectiveness through meeting attendance and operational documentation
- Stakeholder & System Engagement
- Serve as primary liaison with Island Health, Ministry of Health, Primary Care Network, and other health system partners
- Represent GHCF with the Gabriola Health & Wellness Collaborative and Rural & Remote Division of Family Practice
- Build and sustain relationships with tenants, community members, and funders
- Collaborate with clinic providers and allied health professionals
Strategic & Operational Leadership
- Oversee day-to-day operations during the transition period.
- Support development of organizational policies, HR structures, and operational systems
- Lead financial oversight, reporting, and alignment with strategic priorities
- Coordinate with Medical Director, clinic manager, and other key personnel
Infrastructure & Future Planning
- Improve internal systems for tenant relations, vendor management, and documentation
- Support grant writing and partnership proposals
- Develop staffing and service delivery plans for future organizational evolution
Desired Qualifications
- Proven leadership experience in health care, non-profit or organizational transformation
- Experience navigating governance transition and change management
- Strong knowledge of community health centres, primary care, or BC health-care landscape (asset)
- Demonstrated ability to build trust and work collaboratively with diverse stakeholders
- Strategic thinking combined with h ands-on implementation skills
- Experience in rural or island communities (asset)
PART 2: Facility Management Services
Time Commitment: 20-25% FTE (approximately 8-10 hours per week)
Term: Initial 12-18 months
Location: Gabriola Island, BC (in-person presence required)
Reports to: Executive Director (or Board of Directors during transition)
Role Overview
The Facility Manager will oversee all aspects of building operations, maintenance, and tenant relations for the Gabriola Community Health Care Centre, ensuring a safe, functional, and well-maintained facility that serves multiple health care providers and their patients.
Key Responsibilities
Building Maintenance & Operations
- Oversee routine and preventive maintenance of building systems (HVAC, plumbing, electrical, etc.)
- Coordinate repairs and maintenance projects
- Manage vendor relationships and service contracts
- Ensure building cleanliness and grounds maintenance
- Monitor and maintain inventory of supplies and equipment
Tenant Relations & Support
- Serve as primary point of contact for tenant facility needs and concerns
- Coordinate space planning and tenant improvements
- Ensure tenant compliance with lease terms and building policies
- Support smooth operations for medical clinic, dental practice, LifeLabs, and other tenants
Health, Safety & Compliance
- Ensure compliance with health and safety regulations
- Conduct regular facility inspections and safety assessments
- Maintain emergency preparedness plans and procedures
- Coordinate fire safety, security systems, and access control
Financial & Administrative Oversight
- Track facility-related expenses and budget management
- Process invoices and maintain vendor documentation
- Prepare facility reports for Board and Executive Director
- Support capital planning and facility improvement initiatives
Desired Qualifications
- Experience in facilities management, property management, or building operations
- Understanding of building systems and maintenance requirements
- Contract and vendor-management experience
- Strong problem-solving and coordination skills
- Knowledge of health and safety regulations
- Experience with health-care facilities (asset)
- Ability to respond to urgent facility issues as needed
PART 3: Administrative Support Services
Time Commitment: 10-20% FTE (approximately 15-20 hours per month)
Term: Initial 12-18 months
Location: Hybrid (some in-person work preferred)
Reports to: Executive Director (or Board of Directors during transition)
Role Overview
The Administrative Coordinator provides essential clerical and organizational support to the Board of Directors and leadership team, ensuring smooth operations and effective communication across the organization.
Key Responsibilities
Board & Meeting Support
- Prepare agendas, meeting materials, and minutes for Board and committee meetings
- Arrange and provide logistical support for meetings, presentations, and events
- Track action items and follow-up on Board decisions
- Maintain Board documentation and records
Document & Process Management
- Create and format letters, reports, presentations, and other documents
- Develop and maintain filing systems and document storage (digital and physical)
- Manage email and contact lists
- Improve efficiency of organizational processes and workflows
Communications & Coordination
- Manage routine correspondence and communications
- Coordinate with stakeholders, tenants, and partners as needed
- Support preparation of reports and presentations
- Maintain website content and updates (if applicable)
Administrative Operations
- Provide general office support (filing, photocopying, courier arrangements)
- Assist with contract and agreement preparation
- Support grant applications and funding proposals
- Maintain organizational calendar and scheduling
- Basic bookkeeping and financial documentation support (asset)
Desired Qualifications
- Previous administrative and clerical experience, ideally with a non-profit organization
- Excellent organizational and multi-tasking abilities
- Advanced proficiency with MS Office Suite (Word, Excel, OneDrive, Teams, PowerPoint)
- Strong written and verbal communications skills, including proofreading and editing
- Experience with WordPress or other CMS platforms (asset)
- Experience with email marketing tools such as Mailerlite or Mailchimp (asset)
- Ability to work independently and maintain confidentiality
- Knowledge of local health and social services organizations (asset)
Compensation Structure
GHCF is open to flexible compensation arrangements based on the nature of services proposed and the respondent’s structure. Compensation may be structured as:
- Fee-for-service contract (fixed monthly or project-based fees)
- Hourly contract rate
- Other arrangements as proposed by respondent
- Please include your proposed compensation structure and rates in your expression of interest.

Interested individuals and organizations are invited to submit an expression of interest that includes:
1. Cover Letter describing:
a) Which service area(s) you are proposing to provide (Part 1, 2, 3, or combination)
b) Your interest in and fit for the role(s)
c) Your availability and commitment to in-person presence (for Parts 1 & 2)
2. Qualifications Summary outlining:
a) Relevant experience and expertise for each service area proposed
b) Examples of similar work or organizational transitions you have supported
c) References (minimum of 2)
3. Service Proposal detailing:
a) Your approach to the role(s) and key priorities for the first 3-6 months
b) Proposed time commitment and schedule
c) Ability to commence services by November 30, 2025 Any support or resources you would require from GHCF
4. Compensation Proposal, including:
a) proposed fee structure (hourly rate, monthly retainer, or other)
b) Any additional costs (travel, materials, etc.)
c) Payment terms
5. Resume/CV or Organizational Profile

- Expressions of interest will be evaluated based on:
- Relevant experience and qualifications
- Understanding of the organization’s transition needs
- Quality and feasibility of the proposed approach
